Daily Current Affairs 6 July 2026: The Hindu Notes for UPSC – Tenth Schedule, Constitutional Amendment Bills, Safe Harbour & More

Welcome to today's iN SHORT Daily Current Affairs from The Hindu, curated for UPSC Prelims and Mains 2026. This 6 July 2026 edition covers polity, governance, environment, science and technology, and defence — with crisp, exam-ready notes on the Tenth Schedule, the 130th and 131st Constitutional Amendment Bills, IT Rules safe harbour, the Asiatic lion translocation debate, ISRO's SOLVE platform, synthetic cell replication, and the Zorawar light tank.

Tenth Schedule — Paragraph 5 Exemption

The anti-defection provisions of the Tenth Schedule exempt presiding officers — the Speaker, Deputy Speaker, Chairperson, or Deputy Chairperson — from disqualification. Under Paragraph 5, such officers are not disqualified if, by reason of their election to that office, they voluntarily give up membership of their political party and do not rejoin it or join another party while holding office.

The 130th and 131st Constitutional Amendment Bills

The Constitution (130th Amendment) Bill, 2025 is currently under review by a Joint Parliamentary Committee (JPC) and seeks the automatic dismissal of the Prime Minister, Chief Ministers, and Ministers if they are arrested and detained for 30 consecutive days. The Constitution (131st Amendment) Bill, 2026 sought to redistribute Lok Sabha seats based on the 2011 Census to expedite implementation of women's reservation, but was defeated in Parliament.

IT Rules, 2021 & the "Safe Harbour" Liability

Under the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, social media intermediaries must observe strict due diligence, including removing illegal content such as child sexual abuse material within 24 hours. Failure to comply results in forfeiture of their "safe harbour" exemption under Section 79 of the IT Act, 2000, exposing platforms to direct legal liability for third-party content.

Asiatic Lion Translocation Debate

Confining the entire global population of Asiatic lions (~891 individuals) to the Gir landscape makes the species highly vulnerable to catastrophic epidemics, such as the 2018 Canine Distemper Virus (CDV) outbreak. A landmark Supreme Court judgment of 15 April 2013 directed translocation of lions to Kuno National Park (Madhya Pradesh). Gujarat's proposal to use the Barda Wildlife Sanctuary as an alternative has been criticised because its close proximity to Gir fails the "metapopulation approach" required for risk diversification.

ISRO's SOLVE Platform

On 3 July, ISRO conducted the first ground test of the solid motor-based Sub-Orbital Launch Vehicle for Experiments (SOLVE) at Sriharikota. Derived from the PSLV strap-on motor with slow-burn propellant, the platform will conduct Integrated Parachute Tests to validate the deceleration system of the Gaganyaan crew module at altitudes of 10–17 km.

Synthetic Cell Replication

Researchers have engineered a synthetic cell that copies its genome and divides. The cell absorbs smaller feeder liposomes using alpha-hemolysin proteins that act as surface hooks to pull in lipids. Once nourished, it duplicates its genome using the Phi29 enzyme before splitting.

Zorawar Light Tank (Project Zorawar)

A 25-tonne, air-transportable combat vehicle being developed jointly by DRDO and L&T Defence to address India's high-altitude tactical challenge along the Line of Actual Control (LAC). It is designed to match China's Type-15 light tanks in mountainous terrain.

Why These Topics Matter for UPSC

The Tenth Schedule and the 130th/131st Amendment Bills are core GS Paper II (Polity & Governance) material on anti-defection, executive accountability, and delimitation. IT Rules and safe harbour link Prelims (statutes) with GS-II governance and GS-III (internal security, digital regulation). The Asiatic lion translocation is prime GS-III (Environment & Ecology) and a recurring Prelims map/species theme. ISRO SOLVE, synthetic cells, and the Zorawar tank feed GS-III Science & Technology and Defence, and are strong Prelims fact-based questions. Together they offer ready material for UPSC Prelims and Mains 2026 answers and essays.
