Q. Examine the role of the Finance Commission in strengthening fiscal federalism in India. (150 words, 10 marks)

Introduction

Define the body in one or two lines: the Finance Commission is a constitutional body under Article 280 that recommends how the net proceeds of central taxes are shared between the Union and the States.

Body

  • Vertical devolution: it fixes the States' share of the divisible pool. The 15th Finance Commission recommended 41%.
  • Horizontal distribution: it divides that share among States using criteria such as income distance, population, area, and forest and ecology.
  • Grants: it recommends revenue deficit grants, and grants for local bodies and disaster management.
  • Concerns: cesses and surcharges stay outside the divisible pool, and some States object to the weight given to population.

Conclusion

End with a way forward, such as limiting the use of cesses and rewarding States for fiscal and demographic performance, so that devolution stays both fair and predictable.
